What is an Immigration Professional Plan?

An Immigration Professional Plan — also called an Endeavor Statement or Professional Narrative — is a first-person document describing your proposed endeavor in the United States, your credentials, and why your work serves the national interest. It is one of the core documents in an EB-1 or EB-2 NIW petition.

Unlike an immigration business plan, which focuses on a startup or investment enterprise, a Professional Plan is written in your voice — describing your professional journey, your goals, and the significance of your work to a USCIS adjudicator who may be unfamiliar with your field.

USCIS RFE requirement

EB-1 and EB-2 NIW RFEs often specifically request a "detailed description of the proposed endeavor." Both a Professional Plan and a Business Plan can satisfy this requirement — your attorney will advise which is appropriate for your case. Compare plan types →

January 2025 USCIS guidance update

 USCIS updated its EB-2 NIW policy manual in January 2025, placing significantly greater emphasis on specificity and evidence quality in proposed endeavor documents.

 

Under the updated guidance, cases that are vague, rely on generic language, or use boilerplate content are explicitly more likely to receive RFEs or denials. USCIS officers are now instructed to evaluate whether each element of the Dhanasar framework is supported by clear, specific, independently corroborated evidence — not just well-written narrative. Your EB-1 Professional Plan outlines your extraordinary accomplishments in alignment with your extraordinary ability (EB-1A) or outstanding research acumen (EB-1B). EB-1 plans can optionally include a national importance discussion based on EB-2 NIW criteria — depending on your attorney's case strategy. It is less common for multinational executives (EB-1C) to require a professional plan, but we can support those cases as well.
