January 2025 USCIS guidance update
USCIS updated its EB-2 NIW policy manual in January 2025, placing significantly greater emphasis on specificity and evidence quality in proposed endeavor documents.
Under the updated guidance, cases that are vague, rely on generic language, or use boilerplate content are explicitly more likely to receive RFEs or denials. USCIS officers are now instructed to evaluate whether each element of the Dhanasar framework is supported by clear, specific, independently corroborated evidence — not just well-written narrative.
