RIMS II OVERVIEW
What is RIMS II?
The Regional Input-Output Modeling System (RIMS II) is an economic modeling tool developed by the U.S. Bureau of Economic Analysis (BEA) — an independent federal agency within the U.S. Department of Commerce. It provides authoritative, government-validated estimates of a project's cascading economic effects on a surrounding region, including job creation, output, and earnings impacts.
Because RIMS II is developed and maintained by a U.S. federal agency, its multipliers carry a level of credibility and defensibility in immigration adjudications that proprietary or self-developed models cannot replicate.

USING RIMS II FOR IMMIGRATION
Where a RIMS II assessment may be valuable.
A RIMS II assessment provides quantitative, government-derived evidence of economic impact — useful wherever a petitioner or business needs to demonstrate regional economic contribution.
EB-1
Supporting evidence
In some EB-1 cases, an economic impact assessment can provide supplementary evidence of the significance and reach of the petitioner's work — particularly for business and entrepreneurship cases
E-2
Economic contribution
Demonstrates direct and indirect job creation and economic output — supporting the EB-5 requirement to create at least 10 full-time W-2 positions for qualifying U.S. workers.
EB-2 NIW
National importance argument
Quantifies the regional economic significance of the proposed endeavor — providing data-driven support for the national importance prong under Matter of Dhanasar.
Standalone
Business & policy use
RIMS II assessments are also used outside immigration — for businesses, nonprofits, and policymakers who need authoritative regional economic impact documentation.
EB-5
Job creation requirement
Demonstrates direct and indirect job creation and economic output — supporting the EB-5 requirement to create at least 10 full-time W-2 positions for qualifying U.S. workers.
Bundle with an Immigration Business Plan and save. Both documents are built from the same case facts — saving time and producing a more cohesive evidentiary package.
TWO VERSIONS
Brief or detailed — depending on your evidentiary needs.
ProfVal offers two versions of the RIMS II assessment. Your attorney will advise which is appropriate for the petition strategy.
AS PART OF A BUSINESS PLAN
Brief RIMS II Assessment
A concise quantitative assessment included as a section within your ProfVal Immigration Business Plan. Provides the core regional impact figures — job creation, output, and earnings — in a format calibrated for immigration adjudicators. Best suited for cases where the economic impact argument is one of several evidentiary elements.
STANDALONE DOCUMENT · MOST COMPREHENSIVE
Detailed RIMS II Assessment
A comprehensive standalone document signed by a U.S.-based economist — with additional expert interpretation, discussion of regional and national government priorities, and deeper analysis of the economic implications of the endeavor. Can be ordered alongside a ProfVal Business Plan or as a standalone service. Best suited for cases where economic impact is a central evidentiary argument.
Our RIMS II Analyses are built as an add-on to our Immigration Business Plans. While we can, in some cases, provide a RIMS II assessment for business plans produced outside of ProfVal, this is significantly less efficient for our team — and therefore priced higher. If your business plan was produced elsewhere, contact us to discuss whether a standalone assessment is feasible for your case.
