H-3 Expert Opinion Letters — training program and beneficiary qualifications.
ProfVal's H-3 Expert Opinion Letters provide an independent, expert-signed evaluation of a U.S. training program and the beneficiary's qualifications — helping USCIS understand how the program meets H-3 Trainee requirements and why the beneficiary is well-suited to participate.
Written by a U.S.-based distinguished expert within the training field's discipline — typically a professor affiliated with an accredited U.S. college or university.
H-3 OVERVIEW AND KEY ELEMENTS ADDRESSED
What is the H-3 Trainee visa?
The H-3 Trainee visa allows a U.S. employer or organization to invite a foreign national to the United States for the explicit purpose of receiving training — in any field other than graduate medical education. The training must not be available in the beneficiary's home country and must not involve productive employment in the normal operation of the business.
H-3 petitions require the employer to submit detailed documentation demonstrating that the training program is genuine and meets USCIS requirements. An Expert Opinion Letter may help provide the independent, third-party analysis USCIS needs to evaluate the program and the beneficiary. H-3 visas are issued in relatively small numbers each year.

Common H-3 RFE concerns: USCIS most commonly questions whether the training is genuinely unavailable in the beneficiary's home country, whether the beneficiary will be placed in a productive employment role, and whether the training program is sufficiently structured and supervised. A ProfVal EOL can addresses four H-3 requirements directly.
